On Thursday, February 11, at 9:00 am the SD Joint Committee on Appropriations will take on a number of bills. This is compiled using the agenda at the time of composing this post. Agendas can and do change!

HB 1201 (SoDakLiberty Posts) – Make an appropriation for teen court programs in South Dakota and to declare an emergency.
SoDakLiberty Stance: Undecided
Prime Sponsors: Rep Jean Hunhoff (R, Dist 18) and Sen Larry Tidemann (R, Dist 7) are the prime sponsors.
This would appropriate $250,000 for the teen court program. So far I haven’t looked enough into the teen courts to comment on this.
HB 1226 (SoDakLiberty Posts) – Make a special appropriation to continue funding the military funeral honors stipend.
SoDakLiberty Stance: Undecided
Prime Sponsors: Rep Mathew Wollmann (R, Dist 8) and Sen Bill Van Gerpen (R, Dist 19) are the prime sponsors.
This would appropriate $45,000 for the Dept of Veterans Affairs to continue funding the military funeral honors stipend.
HB 1235 (SoDakLiberty Posts) – Make an appropriation to the Board of Regents to fund the obstetrics and gynecology residency program and to declare an emergency.
SoDakLiberty Stance: Undecided
Prime Sponsors: Rep Alex Jensen (R, Dist 12) and Sen Deb Soholt (R, Dist 14) are the prime sponsors.
This would appropriate $205,000 to the Board of Regents to support the development of an obstetrics and gynecology residency track for sixteen medical students to address health care workforce shortages.
SB 16 (SoDakLiberty Posts) – Increase fees for nursery inspection and to declare an emergency.

Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Department of Agriculture.
Here is what I said about the bill when it was prefiled:
A fee increase bill aimed at nursery inspections. There are a variety of nursery fees which at first seem to decrease slightly. But those fees are changed from biannually to annually. So basically this bill will almost double the fees paid for nursery inspections.
SB 166 (SoDakLiberty Posts) – Make an appropriation to the aeronautics commission and to declare an emergency.
SoDakLiberty Stance: Undecided
Prime Sponsors: Sen Brock Greenfield (R, Dist 2) and Rep Lana Greenfield (R, Dist 2) are the prime sponsors.
This would appropriate $3,033,581 to the aeronautics commission for the purpose of airport improvements. This was tabled last year when the prime sponsor Sen Greenfield was out with an injury. That was SB 157 (SoDakLiberty Posts).
If I remember correctly this aeronautics commission money was not new money. It was money that existed there before, and was taken to use for other appropriations items. This would then backfill what was taken previously.
If I’m remembering that wrong I’ll find out in committee testimony.

SB 114 (SoDakLiberty Posts) – Make an appropriation for certain costs related to the commissioning of the USS South Dakota and to declare an emergency.
SoDakLiberty Stance: Undecided
Prime Sponsors: Sen Corey Brown (R, Dist 23) and Rep Roger Hunt (R, Dist 25) are the prime sponsors.
This has had a prior hearing. Here is what I said before that hearing:
This would appropriate $100,000 for the following:
to the Department of the Military to support activities related to the commissioning of the USS South Dakota-SSN 790, educate the people of South Dakota about the nuclear-powered submarine, and sponsor visits of the submarine’s crew to South Dakota

HB 1029 (SoDakLiberty Posts) – Make an appropriation to the Department of Health to fund the rural residency program and to declare an emergency.
SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Department of Health.
This has already had a hearing. Here is what I said prior to the previous meeting:
This bill would appropriate $205,000 “to support the development of a rural family medicine residency track for six medical students to address health care workforce shortages.”
I wonder how well this bill will do while the legislature is being asked to raise more revenue for teach shortage problems…
